WASHINGTON, September 28 1868.

Respectfully returned to Assistant Commissioner of Virginia with amended certificate of revocation. Special Orders No 94 did not relieve Lt. Reed from duty in the Bureau, it only relieved him from duty in a particular Sub-District. 
It does not appear that he received notice of the revocation of his appointment until the 3d of September, and that he then was not furnished with copy of the proper papers. The neglect of the Sub-Asst Commissioner of the 5th District is reprehensible. The practice of entrusting a clerk with the responsible duties of Sub Asst. Commissioner is improper. Lieut Reed should not be made to suffer for the neglect of his superior. He will be paid to the 3d of September by the Disbursing Officer in Virginia.
