Arbitration to which the Freedman can resort for advice and protection instead of taking the matter of redress into his own hands has undoubtedly prevented in many instances serious difficulties between the two races.

4th The causes which in the Country portions of the Division have operated to relieve destitution viz; abundant Crops, have produced but little effect upon destitution in the Cities, which still continues with little diminution among the old, the sick and widows with large families. The discontinuance of the issue of Rations having been ordered to take effect on the 1st of October 1868 and a strong appeal having been made by the City Council of Norfolk for aid in Supporting the additional burden thus cast upon them which from financial embarassments they were but poorly able to sustain, arrangements have been made with the approval of the asst Com for the issue by the City for distribution amongst the Colored paupers, the Rations formerly issued by the Bureau directly.
This plan also has the further merit of 
rendering the transition from Bureau to  Alms House support of colored paupers less abrupt.
