Lieut G.M. Fleming 11 U.S. Infty the former faithful Bureau Officer for this Division was relieved on the 31st of July 1868 by Geo W Black Esq who during his brief conduct of Bureau affairs has labored earnestly and energetically and promises to be a valuable officer

1st The condition of the Freedmen has improved considerably since last report. They have been at work industriously and as a rule have made good crops.
2nd The prejudice of the whites here as elsewhere present a strong obstacle by the impartial administration of Justice cases where Freedmen are interested against whites
3rd No Marriage Register has been opened in this Division. In other respect the 4 cases of Cir No 11 seem to have been faithfully carried out. The last A.S.A gave special attention to the subject of the marriage relation and made special efforts with good success
