Miss E Moon was a young girl of some 16 or 17 years of age unacquainted with business. Her letter refered to, withdrawing or extenuating her older sisters representation to the chief of Bureau it is hoped will be considered with due reference to the circumstances. Money is acknowledged in hands of Major Hopkins & it is hoped he will be made to pay over to a poor Freedwoman he was specially assigned to protect & befriend
