Moon, Miss Lottie,

States that Mrs S.E. Johnson, (Cold) opened a school Nov 15th 1867 and continued to teach up to May 1st 1868. Provost Marshall Higgs, then stationed a Charlottesville, promised this woman $5.00 pr month to pay for a house to teach in May 1st Higgs was relieved by Mr Hopkins, who promised to carry out his engagements but has not, Asks assistance from the Bureau in the case Etc &c.
