Respectfully returned. Lieut Higgs exceeded his authority in his promise of remuneration, and Mr Hopkins should either have discontinued the school, or ascertained his authority for allowing the teacher to go on with it, under a misapprehension.
The Assistant Commissioner of Virginia will see that his subordinates are better instructed in their duties. 

In as much as this woman seems to have rendered valuable services in good faith, payment for rent at a fair rate for five months and a half is authorized from the "appropriation for rental & repairs"
