Petersburg, Va Jany 9th 1868

General

With reference to the letters of Mallory Todd to Gen Schofield dated respectively Novbr 24th & December 16th 1867, claiming as his a certain girl named Sarah, living with Mr Land in Sussex Co, the first letter being by you referred to me for investigation, and the second for action; You are respectfully informed that I have again carefully investigated the case, and am of the opinion that Todds claim is an unwarrantable assumption.

The mother of the girl was not Todds wife, but a woman used by several negroes. 

I have informed Todd that he cannot have the girl, except by action of law, as he has no just claim to her. She is legally bound to Mr. Land and has a good home.
