On these two points, Gen. A. has fully and clearly reported.

When you shall examine the papers you will find that five most respectable gentlemen of Elizabeth City County, Mr. Thomas, Mr. Kelly, Mr. Libby, Mr. Hickman, and Mr. Thompson, have proved that from the organization of the Bureau to Sep. or Aug. '66, when rations ceased, fuel was furnished the indigent freedmen from my farm.

It is further shown to what extent the fuel was so furnished, on the testimony of Gen. Butler, Gen. Miles, Colo. Carny, and Lieut. O'Burke, the ration officer, who by express order of Gen. Howard, examined the ration lists, and made report of the number of the indigent who received rations, and that report of Lieut.
