If any vacancy in your Department, or likely to be, I am very sure you cannot fill it near to the benefit of the public service than by the appointment to it of Lieut: Edward Murphy, who was some time engaged on the Peninsula, on the E. Shore of Virginia, and since in Norfolk.
I presume you are aware of his merits, as he has been on service in your Department.
