Bureau of Refugees, Freedmen and Abandoned Lands,
HEAD QUARTERS 2nd SUB-DISTRICT, VIRGINIA,
Petersburg, Va., March 21st 1868.

Bvt Brig Gen O Brown
Asst Commissioner
Richmond

General
When I saw you I had the honor to inform you of the contemplated departure of Mr Cassell my clerk, and requested that my former clerk Mr Baily be returned to me He is in the office of the Sub Asst Commissioner at Farmville, and was appointed for my office; he was sent away on the application of the officer named.
Apart from my preferred claim to him, my District is twice as populous as the one referred to; I have also a good deal of bounty and other outside business which makes it also lately necessary to have an experienced clerk in my office As Mr. Cassell will leave in a few days for the West I respectfully ask that a clerk be sent
