6th.  As to the condition of schools for colored people.
      
The schools of the Protestant Episcopal Freedmen Commission, although numbering more scholars than last year, are not as well kept as during the last season. All the teachers lack energy and discipline. The Society has two colored teachers in this city - whose discharge should be recommended; they are totally unfitted for keeping a class in order. The other schools are well kept, but average less scholars than last year. Of course the opening for schools are numerous, but as teachers cannot be obtained, I do not recommend additional houses.

Some of the officers of my Sub- District are industrious, attentive to all duties and are of much service; others I cannot recommend as worthy of commendation.
      
I found Lieut Clinton absent without proper authority, having gone to Richmond. This was in direct violation of recent orders from this office, issued by
