In reply to the letter of Acting Assistant Surgeon, D.R. Brower, U.S. Army, in charge of Howard's Grove Hospital, Richmond, Va., of the 4th instant, asking that admission to the Soldiers' Home be granted to Patrick Fay, late a private of Company A, 12th Regiment U.S. Infantry, forwarded by you to the Adjutant General on the 11th, referred to this office, and this day received, I have respectfully to inform you, that it is seen by the records of the Adjutant General's Office, that the soldier was discharged for disability (Epilepsy) which existed prior to his enlistment. Consequently, he is not entitled to the benefits of the Soldiers' Home. I
