In compliance with existing orders, I have the honor to submit the following Quarterly Inspection Report:-

With reference to the general condition of the Freedmen, I cannot note any important change since my last report. The most unhappy class among them, is that of the old people; this class must continue to suffer for the comforts of life, until the grave relieves them. Many of these poor creatures have no kindred, and are wandering about the country in search of temporary shelter, with any one kind enough to shelter them, and with the inhumanity peculiar to the negro, and all other semi-barbarous races, many of these people are ignored by their kindred, even those as near
