The indifference of the Civil Authorities as to their wants and suffering is manifest by scarcely any provisions being made, in some of the Counties, to relieve them.  Prince George [[strikethrough]] and Dinwiddie [[/strikethrough]], for instance, has no poor house, and [[strikethrough]] the [[former?]] County has [[/strikethrough]] but one Overseer of the Poor: but [[with?]] the estimate which the Southern white places on the negro in the scale of humanity, poor Cuffee is perhaps as well out of the poor-house as in; for when, there, filth, nakedness, and suffering will be his lot.

I am of the opinion that there will never be much improvement of the present adult race of negroes; their indolence, superstition, and fetish "religion", are too deep seated to be eradicated.  Our only hope is in schools of common learning, combined
