In reply to yours of the 17th inst. I have the honor to state that an active agent for Prince George and Dimwiddie is positively necessary.  The County of Prince George is in a bad condition.  I have heretofore reported the want of Overseers of the Poor therein.  There is but one constable in the County. and no magistrate within six miles of City Point.  In my opinion the Military Commissioner here attends but very little to his legitimate business

Dr Fretz does not reside at City Point proper.  If he will remove there, and after being appointed Agent, attend to the business of the Bureau as it should be attended to. he can do much good.  I believe he has sufficient ability.

I had hoped to receive some assistance from the Inspector of this Sub-District. but I have not seen him in a month.  I believe he is serving
