In compliance with Circular No. 5, from the Office of the Asst. Commissioner, District of Va, dated at Richmond, Va. March 27th 1868, I have the honor to report as follows, for the quarter ending as per date: -

The general condition of affairs in this Sub-District has not materially changed since my last Report.  The freedmen of the Country are busy with their crop, which promises finely, in comparison with former years.  A few Northern men have during the year past, scattered themselves in the agricultural districts, and by their example have given an impetus to common sense farming.
