Yankee hating hinders a proper developement of the wealth concealed in the soil of Virginia.

The tobacco factories, which at this season employ thousands of freedmen, will as usual, I suppose, close some time during the winter.  So far as they benefit the employee, these manufactories are a detriment rather than a benefit.  Were there none in operation the negro would seek a home in the country; as it is, he hangs around the city waiting for an opening, and when successful in obtaining a few weeks or months employment, is in midwinter thrown out of work and as one trait of his character is to save nothing for a rainy day, is subjected to suffering.

To report as to the likelihood of full and complete justice being done to the negro in civil courts seems almost superfluous in my Sub-District.  It never will be done while the present generation of blacks live, and unadulterated "chivalry" rules. [[strikethrough]] Neither do they obtain justice in the Military Courts.  [[/strikethrough]]

Adultery among the freedmen does not diminish.  There is also great looseness in their matrimonial
