relations.  Changing wives, and desertion of children are common.  Nothing but religion and education can change this.  The degradation of slavery is deeply set, and morality is making slow progress.  The magistrates take no steps to check adultery, by punishing those who practice it.  Everything seems of secondary importance to politics, and crime is on the increase.

With reference to the care of the indigent, but little expense is entailed on the Bureau, except for this city.  By direction of the Assistant Commissioner, I now issue to the City Authorities, rations for the paupers in the city Poorhouse.  No rations are issued for the city outside of that institution.  A few rations are issued for Prince George Co, as it seems impossible to obtain a Board of Overseers of the Poor for that County.  There is some suffering among the old people in the southern part of Chesterfield County, which although not in my Sub-District, is so far from Richmond that the applicants cannot be heard there, and I issue a few rations to some old people.
