My certificates on Forms 2, and 22 are made without reference to Barnes; he, as in all other applications for information with reference to his affairs here, has paid no attention to my interrogatories on the subject. This claim and the evidence to substantiate it - deposition of claimant - is precisely like those paid by him in this Sub-Dist two years since for work under Capt. Toby. I, of course do not know that the work was done, but have no doubt of it. Would not the Asst Com prefer to avail himself of the last paragraph of Cir. No 10. C.S. from the Office of the Maj. Genl Commissioner.
