I have the honor to inform you that I have just returned from Bacons Castle in Surry County, where in compliance with recent Special Order from the Asst Commr, I have been to investigate the case of the outrage perpetrated on the person and the property of Mr James Taylor. I have endeavored to select from a thousand statements and rumors, many of them conflicting, with reference to Mr Taylor and his treatment by the whites, such as seemed the most reasonable and likely to lead to an impractical conclusion with reference to the series of crimes which have been committed in the locality named - and which seem to have some connection - since the latter part of July
