In response to your request for a statement of any information I may be able to give, relating to the renting of the "Parrish Farm" to the freedmen, the following is respectfully submitted.

I was present when Miss Parrish applied to Capt. Wilder, Supt., for the complete restoration of her property in accordance with S.O. No. 74, Series of 1865, Hd. Qrs. Asst. Com'r., Va., and requested the removal of the freedmen from her land, by the 1st of Jan '66. She refused to rent her land to the freedmen, or to allow them to remain on the land after the 1st of Jan.
 Capt. Wilder then told her, that in accordance with Cir. No. 20, Series of '65 from Gen. Howards' Office, he should retain possession of the land, until the freedmen were properly provided for. She then stated her reason for wishing the
