I have the honor to make the following report of the condition of things in my Division consisting of the counties of Washington, Russell, Buchanan, Scott, Lee, & Wise.

For several weeks past owing to the excitement growing out of the political canvas now being made in this State in view of the proposed Constitution for Virginia there has been an increasing feeling of bitterness against the Government & its officers - the Bureau & its Agents & everything & that does not bow down to the spirit of the late Rebellion   This feeling has in my opinion now reached a point at which it is liable to break out at any moment in acts of open violence & even bloodshed -.  Insults of the most offensive character

The cursive writing is so fancy for the A. in these other pages that it makes it look like Willet.
