Respectfully forwarded with the speech of the within named M. J. Goodrich Deputy Collector U.S. enclosed. Mr. Goodrich is from Conn. I would respectfully suggest (if in accordance with Gen'l Bureau custom) that this letter of Goodrich which appeared in the Christiansburg Paper, Aug 8th 1868 be shown to Gen'l Stoneman. This & similar productions are what help forward the doing of Deeds such as are threatened in Capt Shaeffers case. Capt Shaeffer is a perfectly quiet unassuming, just man, never says a word calculated to irritate Has out of his small salary, scraped together & given $1800 to the Freedmen in Christiansburg which added to a small amount rec'd from the Bureau & donations from Friends in Philadelphia resulted in the purchase of a 4 acre lot on which he has put two buildings a parsonage & church worth $1500- each. It seems to me that a removal of two of U S officers in that neighborhood who use their office to stir up strife and put other Gov't employees in danger would have a good effect
