and pick up twenty five cents or a short job now and then. The middle aged and old work pretty well, very much better than the young.

I have never seen a lazier set of young negroes than are living in this Dist.

Notwithstanding these evident and unpleasant facts. Observation inquiry and results show that there is a slow but steady gain in the practical understanding by the Freedmen of this fact Viz:
that Liberty means the right to earn their own honest living, the right to all they earn and nothing they dont earn.

6th There are not one half of the Children going to school in this Dist. that ought to go and never have been. I presume former Agents have experienced the same trouble I have, little or no practical response to calls for Teachers who naturally gravitate towards the larger places. 

Besides 5 White Teachers I want 15 decently educated black men and women for schools at this moment for small settlements that would not support a White Teacher.
