As to Mr McDougalls popularity with the Rebels, he has lately written an article or articles published in one of the Richmond papers objecting to certain clauses in the proposed Constitution of Va. He has also done excellent service at a recent fire in Abingdon. Both these have increased his popularity among the Rebels. The latter action however and in my opinion the former in no way indicate any tendency on his part to stultify himself as to his former career, or to crave popularity by such a course with the unreconstructed H.G.
