State of Virginia,
EXECUTIVE DEPARTMENT,
Richmond, Oct 10th, 1868.

Col. G. Mallery
Actg. Inspt. Gen. Bu. R. F & A. L.
Richmond, Va.

Colonel:
In the case of Jas. Farrell, a statement has been received from the Atty. for the Court of Pr. George Co. in which he states that the prisoner was asked by the colored man to spend a night at his house, and while there stole the money as was shown by finding the pocket book and money on Farrell's person when searched.

This seems to be a clear case. No reason being shown why pardon should be granted, it is refused.

I have the honor to remain &c &c.
H. H. Wells
Governor of Va.
