VIII ... No lands under cultivation by loyal Refugees or Freedmen, will be restored under this Circular, until the crops now growing shall be secured for the benefit of the cultivators, unless full and just compensation be made for their labor and its products and for their expenditures.

On the 23rd of Dec: I wrote you to forward at once your estimate of Rations required for issue in your District during the month of January 1867. It has not yet been received. You will please forward it immediately and explain why the requirements of Cir. No. 32. Series 1866. from these Headquarters have not been complied with.
