The Asst: Commissioner directs that the balance of the woolen cloth now on hand (known as Bureau cloth) be manufactured by the Industrial School, under the supervision of Miss Jane S. Woolsey into garments for destitute Freedmen.

The cloth to be expended, and the garments manufactured therefrom to be taken up on proper returns.
