I am directed by the Asst. Commissioner to call your attention to the following extract from the report of Bvt Brig Genl F.D. Sewall Actg Inspector Genl. dated Washington D.C. Feby 20th 1867, and to request an explanation of the delay in forwarding the stores therein mentioned - viz:

"During the past winter considerable suffering was experienced in the Hospitals at Hampton and Yorktown, on account of the want of adequate warming apparatus, requisition for stores was made in November, but they were not received until the latter part of January. I could not learn the cause of this delay"
