Gentlemen,
I have the honor to acknowledge receipt of your communication of the 27th ult. asking that Capt. W.P. Austin be retained as Superintendent of the Bureau in the Norfolk District.

I am exceedingly gratified that the official conduct of Capt. Austin has been such as to merit your commendation and regrets that the exigencies of the service will not admit of his remaining longer in the District.

I trust the same courtesy and kindness that you have so uniformly extended to Captain Austin will be shown to his successor Major Remington, and that the latter will be equally fortunate in securing your regard and cooperation.

General,
This communication will be handed you by Mr. George Loving agent and partner of J.D. Blackburn of Pine Bluff Ark. - He has contracted with a number of destitute freedmen in the 1st Dist as laid down in article 6 page 28, B. & 28. C. Bureau Officers Manual. Enclosed you will find requisition for transportation No. 452 - please obtain transportation orders from the Q.M. Dept and have two copies made. - 

It is suggested that it is unnecessary to copy all the orders but that it will be sufficient to copy the one from the starting point and to state the series and number of the others after the number of the one so copied.

One copy to be forwarded to these Head Quarters, and the original orders and the other copy to be delivered to Mr. Loving who will receipt for the original orders - 

Enclosed I also send copy of contract, list of Freedman contracted with certified to by Mr Loving and copy of Genl. Howard's order authorizing the issue of the transportation. - These papers and copy of orders for transportation will be fastened together, and delivered to Mr. Loving. -

The papers are sent to you in order to facilitate the removal of the Freedpeople. -
