It has been reported at these Head Quarters that a Mr. J. B. Hooper, (now carrying the Mail between New Canton and Buckingham C. H. Va.) in company with Mr John O. Lewis of Albemarle Co. Va. took from one Henry Venable (Cold.), living with Mr. A. D. Abrahams Sr. of Buckingham County, a horse picked up by Venable on the Camp ground where Genl Lee surrendered to Genl Grant, he being told to take the said horse by some soldiers who caught the horse for him. Mr. Hooper claimed at the time he seized the horse, that he had authority to take U.S. property when found in possession of any person not vested with authority to hold the same. Hooper turned the horse over to Lewis - You will cause this case to be investigated and forward report to these Head Quarters.

Enclosed you will find requisitions for transportation No. 517, for James Mallory 8 men and 9 women, from Fort Monroe Va. to Vicksburg, Miss. - They have contracted with Robertson Jones & Co. - Please obtain transportation orders from the Q.M. Dept. and have two copies made - It is suggested that it is unnecessary to copy all the orders - but that it will be sufficient to copy the one from the starting point, and to state the series and numbers of the others, after the number of the one so copied.

One copy to be forwarded to these Head Quarters, and the original orders, and other copy to be delivered to Mr. Thomas M. Jones, care of S. R. Chisman, Hampton, Va. - who will receipt for the original orders - 

Enclosed I also send two copies of Contract, a list of Freedmen contracted with, certified to by M. Jones and copy of Genl. Howard's order authorizing the issue of the transportation - These papers - with the exception of one copy of the Contract which you will please deliver to the Freedmen & see that they are sent off - And the copy of orders for transportation will be fastened together, and delivered to Mr Jones.
