The Asst. Commissioner directs me to request you to return to these Head Quarter the papers of George and Wilson Howlett, dated Nov. 15th 1865, relative to money received by Benj. Hatcher, administrator of the estate of their master and father Thomas Howlett, for the sale of timber cut from estate, which they cannot obtain from Hatcher -

The case of Toliver Fisher, mentioned in your reports dated July 14th 1866 and March 27th 1867, is referred to you for such action as will bring it before the proper civil authorities. You will furnish to the authorities taking cognisance of the case, a copy of G.O. No. 1 Hd. Quarters, First District, specially inviting attention to Par. 3 of the same.

The result of your action in this case will be reported.

I wish to call your attention to the matter of a Free Circulating Library for the Freedpeople of Alexandria - I have already called the attention of the teachers in the larger cities to this subject and am meeting with their cordial cooperation.

I propose to have suitable colored men selected as Trustees for Libraries and to leave their management in their hands -

You will readily see that the work of education commenced by the Teachers cannot be carried on without some measure of this kind as the colored people are too poor to purchase books. -

If you can induce the Teachers to make an appeal to their friends in the North for books for this purpose I have no doubt but the plan will succeed. -

Please report progress from time to time.
