I am directed by the Asst. Comr. to return herewith the application of Andrew Fisher 37th U.S.C.T. for retained Bounty. This man was paid his retained Bounty at Fort Macon N.C. (before his Co. was mustered out) by Lieut. A. Coats, Bureau Officer at New Berne N.C. The payment was made January 29th 1867 or a few days later.

The Assistant Comr. directs me to make of you the following enquiries -

1st  How many or what proportion of the women to whom you issue clothing are capable of sewing in an industrial school for manufacturing clothing?

2nd  How many of those women to whom you issue

rations are capable in the same way?

3rd  Have you any building of a character to be used for such an industrial school; and if so what will be needed to fit it up in a proper manner to accommodate the number of women whom you may report in answer to the above questions.

4th  Will Mrs. Fisher take charge of such a school?

An immediate answer is desired.
