Captain,
The Asst. Comr. regrets that you have misunderstood Special Order No. 41 from these Head Quarters dated April 1st 1867 as appears in your Circular of April 3rd 1867.

You will promptly revoke the Circular above referred to and assume only such jurisdiction as is conferred on you by Special Order No. 41.

It is desirable that the authority conferred on you in the above named Order shall only be exercised when necessary for the protection of the rights of the Freedmen.

It is not intended to prevent the Freedmen from applying to the Justices of the County if they wish to do so in any case, and the authority given to you by the first paragraph of the above named Order to remove a case from the jurisdiction of the Justices, should only be exercised when you have good reason to believe that injustice will be or has been done which such action alone would remedy.

It is reported that Lieut. Cook has in his employ a clerk named Reardon or Rawdon a foreigner but recently arrived in this country. If this report is correct, Capt. Bates will instruct Lieut. Cook to discharge Mr. Reardon as soon as he can find a competent person to take his place among those who have been in the service of the U.S. during the war, or
