Bates relative to Mr. Randen, I have learned that Mr. Randen served in the U.S. Army five years during the war and was Regimental Quartermaster of the 1st N. Y. You are authorized to issue rations regardless of color to those rendered destitute by the disaster and to such extent as you may deem necessary to prevent starvation. I need not add that such distribution will be of great benefit to the freedmen and will undoubtedly secure the self support of many who without such aid will become dependent on the Government.
