Application is made for assistance to Miss Caroline Smithers - bedridden for 23 yrs - living with her sister Mrs. Farley on Catherine Str. - "somewhere beyond Adams St- from Clay Str. - north into Henry St. to find Catherine St". The Asst. Comr. refers the case to you under the regulations of the Bureau.

Captain,
It is represented to these Hd. Qrs. that in "Africa" a settlement in Hanover Co between Beaver Dam Depot and Negrofoot - there are from twenty to thirty families of freedmen extremely destitute, in want of food as well as of clothing. Reference is made to Miss Ann Rose Page, "Col." Nelson and "Major" Page, at Oakland, seven miles from Beaver Dam.

You will direct the A. Sub. Asst Comr. for Hanover Co. to investigate the above statement and report whether the state of destitution above described exists, and what its cause if, as stated - wether the freedmen can procure labor and what are their wages if employed - why the county authorities have not attended to the above cases, or in the failure of the same, why A. Sub. Asst. Comr. has not done so.
