Dear Sir, 
Your note of this morning in relation to the distributing of rations is received.

In reply I have to state that the issue of rations referred to by you is under the Congressional appropriation for the purpose of supplying those persons with food irrespective of political antecedents who are not supplied under Bureau regulations.

The same agencies have been selected for doing this as were employed in dispensing the charity of this city during the winter.
