I have received yours of 21st inst. enclosing copy of your proposed address. In answer I regret to state that the policy of the Bureau is against one of its officers being a candidate at any election. You are in error regarding the present opinion of Maj. Genl. Howard on the subject, as he informed me recently, that no officer of the Bureau must be a candidate for any office until after his resignation should have been accepted.

You are hereby authorized to sell the clothing manufactured by the Industrial School in Alexandria Va., to indigent freedmen, at such price as may be agreed upon between Capt. S.P. Lee, Sub. Asst. Comr., 10th S. Dist. and Mrs. L.H. Fisher, the Superintendent of the school. The clothing and funds received from its sale, will be taken up and properly accounted for on your returns.
