Captain,
It having been notified to these Head Quarters that in the case of Williams vs. Dixon, the motion to dismiss the appeal from the Tax Commissionre has been denied, and leave was given to both parties to argue the case on its merits at any term. The case therefore being before the U.S. Court on its merits, the notice given by you to the Sheriff to suspend any further action in the case, as reported by you May 6. 1867, will be withdrawn.

Thomas Wagstaff, (cold), complains that injustice was done him by a decision given by you, in a case, relative to a horse, between Tom and Miles Wagstaff (White), June 22nd 1867.

Tom also states that all his witnesses were not present. You will forward a report of the case.

Colonel,
The following statement made yesterday by a colored man, living near the line of Charlotte and Mecklenburg Cos., is forwarded for your information. He reported, that he had been informed by the colored people living in his neighborhood, that on the 10th of June, a meeting was held at Wylliesburg, Charlotte Co., and speeches made to the colored people by Col. Clarkston & others - that Frank Jones Barnes, living at that place, read an address to the colored people, stating that if they voted for them (their former masters) they would have 40 acres of land given them and $50 for a start.

A colored man spoke after Barnes, saying that he was from Head Quarters and that the colored people would be given 40 acres of land and $100 to start with.
