Dear Sir,

In reply to your communication of the 3rd inst, I have to state that there are within the limits of the State a large number of places where Schools can be established, with from fifty to one hundred and fifty scholars, at a cost of three dollars per scholar.

For this reason, we have considered it the best policy to fix the sum of three

dollars, per scholar as the maximum of aid to be furnished by the Bureau in establishment of new schools.

We will furnish this sum for the Schools proposed in your letter, or will gladly turn over to you other localities where the amount will be sufficient to provide good School accomodation.

In reply to your communication of June 7th, relative to the request of the Common Council of the City of Petersburg for aid in the establishment of Schools, I have to inform you, that, before your application was received, negotiations had been entered into with the different benevolent societies of the North, which have resulted in arrangements for the education of the colored children of Petersburg.
