To avoid discrepancies similar to those occurring between your report of rations issued to destitute Freedmen in May, and the Commissary's, a strict compliance with the enclosed Circular of Nov. 6th 1865, and letter to Supt. 1st Dist., dated July 19th 1866, will be observed.

Rations should appear on the reports, as issued during the month for which they are drawn.
