The personal report of 2nd Lieut. W.L. Fernald, A.S.A.C. under Cir. No 12, Series 1866, from Bureau Head Quarters, has not been received for the month of June 1867. You will call upon this officer for a report as to the reason of his delay, and request him to be prompt in making this report in future.

General,
In reply to your communication of July 22nd, 1867, I have the honor to submit the following remarks, viz:

Mr. A.H. Hopkins, clerk, was discharged by Genl. Armstrong, June 15th 1867. - This was not known at the time of forwarding the Roster.

Mr. R.M. Manly, late chaplain U.S. Vols was assigned to duty as Supt. of Schools while in the Military service of the U.S., and has since - his muster out - been retained on the same duty. - His appointment as Supt. of Schools for this Dist, at $150. per month, is respectfully solicited. -

Mr. A.C. Josephs, - is employed in issuing rations to destitutes and is paid from the "Congressional Appropriation Fund."

Mr. E.L. Erambert - should not have been reported, he was reported on rolls as a Clerk in order that he might obtain pay for services as county clerk, in copying court records. 

A.S.A. Com'rs Jordan and Connelly were permitted to hire

Mess'rs T.C. Parrack and M.V. Bailey. - A request for their appointment was made to Washington, and returned disapproved, they were then discharged.

The following explanation is furnished regarding Peter Lyons. - This city is divided in six (6) Districts. By a contract, the sick in these districts are attended by physicians from the Medical College at this place. The sum of $100 per month is divided among the six physicians. - As these physicians cannot be employed as A.A. Surgeons, two are reported as employees - the amount of their salary being receipted for by the two Mess'rs J.E. Vaden, and Peter Lyons, who pay to each of the other physicians their propotion. - These men cannot take the oath and as they perform service that could not be hired in any other manner by the Bureau for less that six hundred dollars per month - it is earnestly recommended, that the present arrangement be continued.

Your letters of July 13th and 18th were duly received. The retained Bounty of Samuel Borbes and Chas. Young (dec'd), was this day received from Washington, and has been forwarded to Maj. Remington with directions to deposit the same with the "Freedman's Savings and Trust Company" at Norfolk, Va.
