Yours, of July 3rd, was duly received and yesterday I received the case of Books sent by you. 
Accept my sincere thanks for your donation to the first Free Library for colored persons in the State of Virginia. 
I hope the charity of Northern friends will enable to establish a good library on a permanent basis.
The Bureau will refund to Miss Hancock the money she has expended for the School house, provided the amount does not exceed One hundred dollars.
