Sir,
With reference to that portion of the Report of Mr. C.P. Goodyear, Agent &c. dated 31st ult. under Circular No. 6, which states that there "are a number of instances where under the administration of Lt. Chance the employees refuse to pay for the summers work of 1865."- I am directed by the Asst. Comr. to give the following instructions.

Where a case has been actually adjudicated by the former Bureau officer, it is not necessarily a final judgement, but an appeal from that decision by any party aggrieved forwarded by the present A.S.A. Comr. can be taken to the S.A. Comr. for the District and if necessary, afterwards to the Asst. Comr.

Cases which have not been adjudicated upon by the former Asst. Supt., the officer now in charge can present before the Civil authorities or the military commissioner in accordance with the facts in each individual case.
