Genl., dated Sept 16th 1867, accompanied by copies of affidavits of wittnesses to, and participants in the recent disturbance at Farmville, Va., between the U.S. Troops and Freedmen. September 23rd 1867. White, Capt. Geo. Q. Chf. Q.M. and D.O. 229/252 Captain 237 The appointment of Mr. Frank A. White as a clerk in this Bureau has been revoked, to date Sept. 30th 1867. I herewith enclose the appointment of Mr. Geo. W. Young, as a clerk in this Bureau at a salary of $125 per month, to date October 1st 1867. C.S. 236/249 Lieut, Authority by Circular No. 18, Series 1865, War Department, Bureau R.F. and A.L. is granted to issue to sick in Bureau Hospitals the full soldiers ration. You have not (by my direction) issued the increased ration, nor allowed in commutation its value to the Freedmen's Hospitals to which you issue. You will hereafter please allow to "Howard Grove Hospital" a commutation of eighteen cents a ration, it requiring for various reasons more to support the sick at this hospital than to the others.
