The appointment of Mr. Frank A. White as a clerk in this Bureau has been revoked, to date Sept. 30th 1867. I herewith enclose the appointment of Mr. Geo. W. Young, as a clerk in this Bureau at a salary of $125 per month, to date October 1st 1867. The enclosed oath after being duly executed will be returned to these Head Quarters.

Authority by Circular No. 18, Series 1865, War Department, Bureau R.F. and A.L. is granted to issue to sick in Bureau Hospitals the full soldiers ration.

You have not (by my direction) issued the increased ration, nor allowed in commutation its value to the Freedmen's Hospitals to which you issue. You will hereafter please allow to "Howard Grove Hospital" a commutation of eighteen cents a ration, it requiring for various reasons more to support the sick at this hospital than to the others.
