I enclose herewith appointments for the following late officers in the volunteer service as officers in this Bureau to date January 1st 1868, with the same compensation as is provided by law for the grade they held formerly in the Infantry service, viz:

B.F. Shaum, late 2nd Lieut, V.R.C. 
W.L. Fernald, late 2nd Lieut, V.R.C.
The accompanying oaths, after being duly executed will be returned to these Head Quarters.
