I am instructed by the Bvt. Brig. Genl. Asst. Comr. to say in reply to your applications for additional compensation for services as a member of the "Freedmen's Court" in 1866, dated respectively May 14, 1868, and July 6, 1868, and referred to these Head Qrs. by the Major Genl. Comr. that no provision having been made for the settlement of such claims, and if appearing from the correspondence that the Sub. Asst. Comr. of the Sub. Dist, fairly distributed the funds collected for fines &c. to the members of Freedmen's Courts in the manner prescribed by orders, no further action can be taken on your application.

I am instructed by the Bvt. Brig. Genl. Asst. Comr. to call your attention to the delinquency of Wm Leahey, A.S.A. Comr. in making his reports. A communication was sent you on July 11th, from these Head Quarters calling for his personal report, and another on July 14th calling for his reports under Cir. 10 & 6. - As neither the reports or explanation for the delay have been received, you will order him peremptorily to make the reports with a satisfactory explanation.
In future all reports must be forwarded before the 10th of the month.
