Dear Sir,
The enclosed communication from R.G. Greene, Post Master of Petersburg, please read and return. Mr G. is a Massachusetts Republican and yet of such temper and manners, that he has become the head man in the new educational movement in that city. The council have appropriated $10.000, together with some valuable school properties. This together with $2000 from the Peabody fund and assistance in the way of rents, repairs &c. is to establish a uniform, equal, permanent system of free public schools, in which the colored people will be equal sharers with the white.

By a private understanding the "Board of Education". will set aside $4000 for the salaries of teachers for the colored schools, of whom they will require eight or ten - probably the latter number. - They leave us to select them, only desiring that they should be of the best character.

At the rate, at which you are accustomed to pay teachers, the $4000 will nearly, if not entirely pay their salaries and expenses. Will you furnish the teachers? the importance of these teachers being of the very best character can hardly be over estimated - They will come into competition with Southern teachers in the white Schools, - their schools will be frequently inspected by the Committee of the Board of Education, as well as by the Bureau Supt. of Schools, and the fate of this enterprise of supplying free education for all, will depend very much upon the beginning.

One excellent teacher, Miss Hill, who has been employed by the F.U. Com. at Petersburg should be continued, and perhaps one or two more can be supplied from the same source. - Please answer as soon as convenient.

The Bvt. Brig. Genl. Asst. Comr., directs that you disburse from the proper fund the sum of one hundred (100) Dollars for repairs on the Freedman's School House at Middleburg, Loudoun Co, Va.

This expenditure is based upon an application of S.B. Smith, A.S.A.C., dated July 30th 1868.
