Will you please send me your affidavit, containing full particulars of the destruction, or loss of a lighter belonging to Arthur Foreman, cold. of Norfolk Va.
   
The lighter was sunk by the military prisoners, while under your direction, repairing the canal near Norfolk.
   
I am endeavoring to put the case into proper order for settlement, and your affidavit will be a valuable addition to the papers.

A lighter is a type of flat-bottomed barge used to transfer goods and passengers to and from moored ships. Lighters were traditionally unpowered and were moved and steered using long oars called "sweeps" and the motive power of water currents.
