Comr. 7th Sub Dist. 171/180 Sir, It has been reported to these Hd Qrs that on account of the distance to Lynchburg "the freedmen of Appomattox County choose rather to submit to maltreatment, than to undertake to obtain justice in the Bureau, where it can alone be had." For this reason, the Bvt. Brig. Genl. Asst. Comr. directs that you report, if it would be expedient for the A.S.A. Comr, to spend one half his time in Appomattox Co, or to remove his Head Quarters to that point, or such regulations as you deem preferable for the correction of the evil. An early response 173 is desired. Very respty Your obt Servt. Will. A. Coulter Bvt. Capt. U.S. Army A.A.A. Genl 530. Bur R.F. & A.L. Hd Qrs A Comr Va Richmond, Va Aug 27/68 Campbell Bvt. Lieut. Col.
